Highland Park/Park Cities is a highly popular neighborhood with affluent tendencies in the Dallas County area with a total population of 8564 people in 2010 census. The city is located in between North Central Expressway and Dallas North Tollway that is about 1 mile north of downtown Dallas.

Highland Park is covered by Dallas from east, west and south and by University Park City in North. Park Cities is the area comprising University Park and Highland Park. Highland Park was first brought by few investors from Philadelphia better known as Philadelphia Place Land Association (PPLA) for a meager rate of $377 per acre totaling to $500,000.


Later on, an agent called Henry Exall showed keen interest in developing the area along Turtle Creek. He wanted to get it named Philadelphia Place and for the purpose, he dammed Turtle Creek, laid gravel roads and was working on Exall Lake when a got a severe blow to his fortunes when the development came to a halt. Exall Lake then became a common picnic spot for Dallas people also he built a horse breeding farm.
